Some people in Melbourne have mental illness, and this guy may be one. Some might consider people taking photos of this sort of thing also ill?
I think its sort of implied that you if you are doing that in a tram, in a high visibility shirt, that you may have a few screws loose. Hopefully, someone will recognise the guy and report him. I think that was the point of taking the picture.
